Mayor Merv Gillenwater is a member of the corporate authorities and presides over the Council deliberations.

The Mayor serves as the Commissioner of Public Affairs.  The Mayor's degree of authority is subject to the power of the Council and / or State Statutes.

The Mayor of Effingham is the local Liquor Control Commissioner and is charged with the administration of the appropriate provisions of liquor control.
