The Mayor, John J. Lange , is the Chief Executive Officer of the City of Effingham and exercises general supervision over all officers and employees of the City.
The Mayor serves as Commissioner of Public Affairs and Superintendent of the Department. He supervises all officers and employees assigned to the Department of Public Affairs and has the care and custody of all property belonging to the Department. He is responsible for all records of the Department and has charge of the construction and repair of buildings used wholly by his department.
The Mayor presides at all regular and special meetings of the City Council.
The Mayor has supervision over and is head of the City Police Department. He has the responsibility of the efficient performance of the functions of the department and for the care and custody of all property and records.
The Mayor is in charge of appointments to city boards and commissions with the consent of the City Council.
The Mayor of Effingham is the local Liquor Control Commissioner and is charged with the administration of the appropriate provisions of liquor control.
The Mayor also serves as the administrator of the following offices of the City:
