Public Right of Way Permits

Please be advised that the City of Effingham recently adopted Ordinance No. 18-2009 – An Ordinance Amending Chapter 22, Article III of the Municipal Code of the City of Effingham, Illinois. The Ordinance is available for viewing by clicking here or a copy may be obtained from the offices of the City Clerk or the City Engineer. This ordinance requires a permit to be obtained from the City of Effingham to conduct work within right of way under the jurisdiction of the City.

 

While the City has always had the authority and responsibility to regulate activities in the public right of way, the previous regulations were broad and subject to interpretation.

 

The City has attempted to better define the regulations and administrative procedures governing work in the public right of way with regard to, but not limited to traffic control, insurance, bonding, and construction standards. These regulations are meant to protect the contractor, construction workers, the City and most importantly, the public from the hazards of construction activities in the right of way and the unnecessary expenditure of public funds to correct substandard or incomplete work.
