Citizens who desire to address the City Council are required to complete a speaker's card. Speaker's cards are available to be submitted online, for pick up in the Mayor's Office at City Hall, via email email@example.com, or please call Abbey Nosbisch at 217-342-5300 ext. 5364 for assistance.

The speaker's card must be submitted prior to ten (10) minutes before the scheduled meeting is to begin.
Please use one of the following delivery options for submitting: fill out online form, hand deliver card to the Utility Billing Department at City Hall, 201 East Jefferson Avenue during regular office hours Monday thru Friday 7:30 AM-4:30 PM, deposit in Utility Billing drop box at City Hall by 4:00 PM, US Postal Service, email firstname.lastname@example.org, or submit in person (10) minutes before the scheduled meeting is to begin at City Hall
There is a five (5) minute time limit per speaker.
