Citizens who desire to address the City Council are required to complete a speaker's card. Speaker's cards are available to be submitted online, for pick up in the Mayor's Office at City Hall, via email at firstname.lastname@example.org, or please call Marsha Heuerman at 217-342-5300 for assistance.

The speaker's card must be submitted prior to ten (10) minutes before the scheduled meeting is to begin.
Please use one of the following delivery options for submittal: fill out online form, hand deliver card to the Customer Service Desk at City Hall, 201 East Jefferson Avenue during regular office hours Monday thru Friday 7:30AM-4:30PM (closed noon - 1pm); deposit in drop box at Water Department at City Hall by 4PM; US Postal Service; email to email@example.com; or submit prior to ten (10) minutes before the scheduled meeting is to begin at City Hall.
There is a five (5) minute time limit per speaker.
