The City of Effingham is authorized, pursuant to 235 ILCS 5/4-1, to regulate the sale of alcoholic liquors within the corporate boundaries of the City of Effingham, Illinois.


The health, safety, and welfare of the people of the City of Effingham shall be protected and temperance in the consumption of alcoholic liquors shall be fostered and promoted.

Local Liquor Control Commissioner

The Mayor is the Local Liquor Control Commissioner for the City of Effingham and is charged with the administration of the provisions of the applicable provisions of the Illinois Liquor Control Act, Chapter 4 of the Effingham Municipal Code, and of such ordinances, resolutions, rules and regulations relating to alcoholic liquor as may be enacted.

Jane Kemper serves as the Deputy Liquor Control Commissioner.
