Jeff Bloemker serves as the mayor of the City of Effingham. The mayor is the chief executive officer (CEO) of the City and is a member of the corporate authorities. He serves as the Commissioner of Public Affairs, Local Liquor Control Commissioner and Police Commissioner.
 
The mayor's degree of authority is subject to the power of the Council and State Statutes. He presides over the Council deliberations and, with advice and consent of the Council, appoints all officers of the City and all members of boards, commissions and advisory committees. He is the official representative of the City.
 
His past and present involvement includes: Eastern Illinois University Business School Advisory Board, City of Effingham Plan Commission/Vice Chair, City of Effingham Zoning Board of Appeals, Effingham County Board of Health/Secretary, Effingham County Chamber of Commerce/Board, Effingham Noon Rotary Club/President, Unit 40 Educational Foundation/President, Heartland Human Services Board/President. 
 
Jeff Bloemker is currently a commercial loan officer for the Bank of Hillsboro in Effingham. He is married to the former Nancy Ludwig and they have three grown children.
