The Effingham Tax Increment Financing Program was initiated in 1987 and has been a very successful program allowing the community to grow and prosper. The incremental real estate taxes generated in the districts are reinvested in the boundaries of the districtsfor infrastructure and project development.
The City of Effingham has four districts located throughout the community. Tax Increment Financing District #1 (1987) is the main engine of the program and has been the catalyst for the other Districts. Many infrastructure and commercial projects have occurred in its boundaries. The Central Redevelopment Project Area (2000) was created to upgrade infrastructure in the downtown and the older areas surrounding it. The Outer Belt West Project Area (2001) was created to assist in infrastructure improvements on the new Outer Belt West; and the South Central Industrial Project Area (2003) was established to promote development in the eastern portion of the business park area.
