Rezone and special use permit

Notice is hereby given that the City Plan Commission of the City of Effingham, Illinois, will hold a public hearing on December 12, 2023 at 6:00 P.M. in the City Council Chambers, 1st Floor, City Hall, located at 201 East Jefferson Avenue, in the City of Effingham, Illinois, at which time and place all interested persons may participate in the Public Hearing by presenting testimony for or against and ask questions on a petition to amend the present zoning regulations changing the zoning classification from R-2 Single-Family Residence District to R-3D Multiple-Dwelling District AND requesting the following Special Use Permits in Article 26 of Appendix B (Zoning Ordinance No. 44-89) of the City of Effingham Municipal Code AND, Article 26 of Zoning Ordinance No. 44-89:
1. (17) “Offices and clinics operated by physicians, dentists or other members of the healing arts in the R-3D District”; and
2. (18) “Pharmacy in the R-3D District”;
In addition, the owner and petitioner are desirous of limiting the development of the real estate described below for only the medical uses specifically allowed in Special Use 17 and Special Use 18 which are offices and clinics operated by physicians, dentists or other members of the healing arts and a pharmacy and that no residential development would be permitted unless the Special Use Permit is amended;
