City Reinstates Municipal Electricity Aggregation Program

The City of Effingham is pleased to announce that it has reinstated its Municipal Electricity Aggregation program after a brief four-month hiatus. Negotiated by the City in January of this year, the Program will launch in April, beginning with a fixed rate of $0.07890 per kilowatt-hour (kWh) that will not change until June 2024 when a component of our energy supply, known as “capacity,” resets. This new capacity rate, which has yet to be determined, will be the same for all Ameren Illinois account holders, whether you are receiving supply from the City’s program, Ameren, or other Alternative Retail Energy Supplier (ARES). Once the capacity rate is known, it will be added to a new base supply rate of $0.08350/kWh which will remain in place for 18 additional months, ending November 2025. As a program participant, you will not be subject to any market volatility or seasonal rate changes that would affect your bill were you to be receiving Ameren supply.

Municipal aggregation leverages the buying power of our community to procure electricity supply for our residential and small commercial account holders (less than or equal to 15,000 kWh/year). You will continue to receive one bill from the supplier, Homefield Energy, and may leave the Program at any time without penalty.

Eligible account holders will receive or should have already received an opt-out letter sent on behalf of the City by Homefield Energy in the coming days. Please do not disregard this notification. The letter will provide program details including how to opt out of the Program. If you do not opt out, you will be automatically enrolled.

The Program is designed to provide overall savings and budget stability for participating account holders and was initiated under the direction of the City/Town. Budget billing customers will not be affected by participating in the Program.
