Liquor control and licensing

The City of Effingham is authorized, pursuant to 235 ILCS 5/4-1, to regulate the sale of alcoholic liquors within the corporate boundaries of the City of Effingham, Illinois.

Purpose

The health, safety, and welfare of the people of the City of Effingham shall be protected and temperance in the consumption of alcoholic liquors shall be fostered and promoted.

Local Liquor Control Commission

The Local Liquor Control Commissioner and the Deputy Liquor Control Commissioner comprise the Liquor Control Commission of the City of Effingham.  Mayor Mike Schutzbach is the Local Liquor Control Commissioner, while Jane Kemper serves as the Deputy Liquor Control Commissioner.  The Commission is charged with the administration and enforcement of the applicable provisions of the Illinois Liquor Control Act, Chapter 4 of the Effingham Municipal Code, and of such ordinances, resolutions, rules and regulations relating to alcoholic liquor as may be enacted.
