The City’s Municipal Electrical Aggregate will end in December, 2025. During this year’s bidding process, the City was unable to secure through the aggregate process a lower rate than Ameren. Residents on the City’s aggregate will automatically return to Ameren at a lower rate.  You still have the option to choose an electrical supplier other than Ameren, within two months, although Ameren will remain your provider.

Apply for a utility permit

A utility permit allows you to add new or improve your utility facilities.

Before you start

Make sure this is the correct type of utility permit you need. If you are doing maintenance and repair, you may need a blanket utility permit instead.

Review all the terms and requirements in the utility permit application.

What to do

  1. Prepare a description of the work and gather any plans related to the project.
  2. Gather proof of insurance with the City of Effingham named as the certificate holder.
  3. Download and complete the forms in the utility permit application.
  4. Complete one (1) of the following ways to bond or insure the project:
  5. Submit your application and the required materials by mail or in-person at the Public Works office in City Hall.
    • Mail: City of Effingham, attention Public Works, P.O. Box 648, Effingham, IL 62401
    • In-person: Public Works, 201 East Jefferson Avenue
  6. Pay the $1,500 permit fee.
