The City’s Municipal Electrical Aggregate will end in December, 2025. During this year’s bidding process, the City was unable to secure through the aggregate process a lower rate than Ameren. Residents on the City’s aggregate will automatically return to Ameren at a lower rate.  You still have the option to choose an electrical supplier other than Ameren, within two months, although Ameren will remain your provider.

Jeremy Heuerman has served as the Director of Public Works since May of 2019. Jeremy graduated with a Bachelor’s Degree in Engineering from Southern Illinois University at Edwardsville and has been a licensed professional engineer since 2007. He has previously worked in the private field for Juneau Associates as a design engineer and Midwest Engineering with related work in environmental and geotechnical engineering. Jeremy was employed by the City of Effingham in February of 2011 as an engineer, and was appointed as City Engineer/City Planner in 2013. Jeremy also serves on the City’s Human Relations Commission, the Illinois Municipal League (IML) Public Works Board of Directors, and the Illinois Public Works Mutual Aid Network (IPWMAN) Board of Directors for District 9.
